State Fiscal and Administrative Requirements
The Kansas Department of Commerce is charged with state level administration and oversight of Local Area administered workforce development programs. Commerce seeks to assist Local Areas in providing quality administered and fiscally sound workforce development programs.
Commerce developed and issued the Workforce Development Fiscal Policy Manual to further this goal. The Manual's policies further define and expand upon many Federal guidelines and include more stringent requirement where State level discretion is federally authorized. Federal requirements supersede State policy in areas where the two conflict. State policies are subject to change by Commerce in response to changes in Federal law. The Fiscal Policy Manual's principal objectives are to: (1) ensure Federal and State funded workforce development service delivery to eligible populations through provision of administrative and financial system guidelines consistent with Federal and State rules and regulations, and (2) effectively organize and articulate state level financial and administrative guidelines in a straightforward, instructional format to all Local Boards, administrative entities, contractors, subcontractors, and other entities receiving and disbursing funds under the workforce development system.
