The Kansas Open Meetings Act (KOMA) and the Kansas Open Records Act (KORA) collectively enforce state governmental accountability through strict transparency requirements relating to both meetings held and records maintained.
The Kansas Open Meetings Act, K.S.A. 75-4317 to 75-4320(a), declares that the state's policy is that meetings for the conduct of governmental affairs and the transaction of governmental business be open to the public. Meetings refer to any gathering, assembly, telephone call, or any other means of interactive communication by a majority of a quorum of the membership of a body or agency subject to the act. see K.S.A. 75-4317(a). The Kansas Open Records Act, K.S.A. 45-215 to 45-223, declares that the state's public policy is that public records shall be open for inspection by any person unless otherwise provided by the act. A "public record" refers to any recorded information, regardless of form or characteristics, which is made, maintained, or kept by or is in the possession of any public agency. see K.S.A. 45-217.
